QUALITY ASSURANCE AUDITS TO VERIFY CONFORMANCE TO TECHNICAL SPECIFICATIONS PROVISIONS

REFERENCE:

Memorandum, R. L. Spessard to J. M. Taylor, same subject, dated March 29, 1983 We have reviewed your proposed guidance for the conduct of Quality Assurance Audits by the licensee to verify conformance to the technical specification (TS) provisions and agree that the guidance is consistent with our views of an acceptable program as required by Section 6.5.2.8.a of the Standard Technical Specifications. Specifically, we agree that the audit periodicity for each TS area (not every item) should be annual, recognizing that TS areas will vary dependent on the vintage of the licensee's TS. Further, we agree that all applicable line items in the TS should be examined by the auditing organization within a specified period of time.

As a part of a current effort to upgrade our quality assurance 2515 inspection procedures, we plan to incorporate this guidance into future revisions to IE Inspection Procedures. To provide more definitive guidance in this area, an appropriate mechanism may be to include the guidance in future revisions to Regulatory Guide 1.33, " Quality Assurance Program Requirements (Operation),"

and the ANS 3.2 standard, " Administrative Controls and Quality Assurance for Operational Use of Nuclear Power Plants." We will look into the need to upgrade RG 1.33 and ANS 3.2 in this topic area and we will keep you informed of the progress of our efforts, c.
