The language of the STS an ' the TS of several operating facilities is ambiguous and unenforc- ie with regard to minirun shift crew

.conposition. This is bre. . about as a' result of the footnote that allows the shift crew con. .ition to be less than the minitm specified requirenants for up to two hours in order to accomodate uncy.pected absence of on-duty shift crew members. The STS language puts no actual l linit on the minimu= number of persons required for this two-hour period

i. nor is there any action statement with regard to allowed nodes uith a l reduced crew composition, libereas 10 CFR 50.54(h) rqquires an operator or an SRO at the controls during operation, we believe this requirenent as an absolute limit is inedequate. While we are not aware of flagrant abuse of the TS language, we believe it would be appropriate to modify j the TS to establish an absolute minimum crew composition.
