SUBJECT:

OPERABILITY OF CONTAINMENT ISOLATION VALVES Per telephone conversation on May 21, 1982 with A. Bournia, the special test exemption of Technical Specification 3.10.7 extends to the operability of containment isolation valves. In particular, as T/S 3.10.7 suspends the requirement for containment integrity, the isolation function for containment isolation valves is not required.

TECHNICAL SPECIFICATION INTERPRETATION A question was raised concerning the intent of Technical Specification 3 10 7 with respect to the need for valve 1WR029 to perform its primary containment isolation function in Condition 3 during the reactor recirc hot functional test (RR Test). This spec does, in fact, waive the local leak rate test requirements of all primary containment isolation valves.

Furthermore, it even allows the drywell head to be removed and the personnel-

access ai rlock to be open. Pipe hanger inspections are requi red during this test; personnel will be entering and leaving the drywell routinely.

Presently valve IUR029 is not able to pass its local leak rate test and requires extensive machining in order to pass this test.' However, it is desirable to conduct the RR Test in a timely manner and this repair could stand in the way of that goal.

Therefore,

1. since it is not necessary for valve 1WR029 to be a pressure boundary in Condition 3 during the RR Test;
2. none of the other primary containment leakage rate criteria need be met; and 3 valve 1WR029 is in a closed loop (i.e. the penetration is neither open to the drywell nor open to a primary coolant system).

The need for valve 1WR029 to perform its primary containment isolatioh function is not requi red during the RR Test.
