As discussed in the subject memorandum, item 6.6 B.1.d of the facility

TS states that prompt notification with written followup is required l
for reactivity anomalies involving short term reactivity increescs that correspond to a reactor period of less than 5 seconds.
Discussions with IE. and NRR personnel who were men,bers of a task force that developed Regulatory Guide 1.16 and NRR personnel responsible for STS
- revealed that the intent of the above TS has always been to require prompt notification of such short term reactivity anomalies regardless of the cause or conditions'under which they occur.
Regarding your. recommendation that appropriate inspection modules be revised to require the inspector to review problem reports ' associated

should be accomplished as part of Inspection Procedure 717108, Review Procedure 71710B requires the inspector to review of Plant Operations.
