REQUEST FOR TECHNICAL ASSISTANCE - DRESDEN AND QUAU CITIES CONCRETE EXPANSION ANCHOR SAFETY FACTORS FOR HIGH ENERGY PIPE WHIP RESTRAINTS (AIT 96-0325) (TAC NOS. M96656, M96657 M96658 AND M96659)
By memorandum dated September 20, 1996, Region !!! requested NRR to review a document prepared by Commonwealth Edison Company (Comed), the licensee for Quad Cities and Dresden Nuclear Power stations, on the safety factor of concrete expansion anchors for high energy pipe whip restraints. The Comed document provided arguments for tl)e use of a safety factor of two for concrete expansion anchors for high energy pipe whip restraints.
The staff does not agree with the licensees arguments for use of a safety factor of two. The licensee should either meet the manufacturer's recommendations as stated in the Updated Final Safety Analysis,ing approved criteria or upgrade the anch perform analyses to demonstrate that there 4
is an appropriate safety factor us capacity of the high energy pipe whip restraints.
A safety evaluation (SE) regarding concrete ex>ansion anchor safety factors for high energy line break restraints is attacted. As requested by your memorandum, NRR will continue to support Region III in the resolution of this issue. This completos our review work on TAC Nos. M96656, M96657, M96658 and M96659.
