COURTESY VISIT - COMMONWEALTH EDISON DATE & TIME: Monday, May 13, 1996 - 4:00 p.m. to 4:30 p.m.

ATTENDEES: Chairman Jackson Marylee Slossen Brian Bonser James J. O'Connor, Chairman and CEO Thomas J. Maiman, Senior Vice-President Harold Keiser, Vice President, Chief Nuclear Operations Officer TOPICS Of DISCUSSION The COMED executives talked as a group. They first mentioned that their expectations are that they want to replicate the progress made at Dresden at all their COMED sites.

Chairman Jackson asked what COMED's best plant is and the worst plant.

COMED answered that they thought Byron was the best and Zion or LaSalle was the worst.

Chairman Jackson asked about Michael Wallace,' Senior VP/ Nuclear Strategic Services. COMED answered that Wallace had been moved to the strategic planning side of the company and was responsible for such things as LLW, HLW, working with HOLTEC, etc.

  • Chairman Jackson asked if COMED would think it unfair for the NRC to try to shutdown any of the COMED nuclear plants. COMED answered that it would be unfair because their plants are in good material condition and they have good people in place to make changes.
  • Chairman Jackson asked why COMED just doesn't shutdown Dresden to fix the remaining problems. COMED answered that they felt the long outage was a shutdown that enabled the plants to operate better. COMED also felt like-with the nuclear units operating it was easier te turn thing around, e.

COMED answered that with the pressure from the NRC and deregulation that is something they r.eed to do as a team. COMED stated that they are willing to be measured because they are making progress.

. -I wuswered that decommissioning ind stranded costs are the biggest 'ssues confronting COMED. COMED felt that it would be bad public policy to abandon their nuclear plants and that there will probably be a

> transition period to allow recovery of stranded costs. COMED added that there will be a mechanism for collecting decommissioning costs and that

'they wanted to return in the June / July timeframe with more details.

COMED also stated that they need to be done with their improvement programs before deregulation takes affect. COMED has increased budgets to get the job done.

Chairman Jackson asked COMED what they perceived the impact of moving Hub Miller from Region III to Region I. COMED responded that he had been straightforwtrd, had a good understanding of the Commission, and was a good communicator.
