COURTESY VISIT - COMMONWEALTH EDISON /UNICOM DATE-A TIME: Wednesday, October 11, 1995 - 2:30 p.m. - 3:15 p.m.

ATTENDEES: Chairman Jackson Michael Tschiltz James O'Connor, Chairman and Chief Executive Officer, Commonwealth Edison Michael Wallace, Senior Vice President, Chief Nuclear Officer, Commonwealth Edison TOPICS OF DISCUSSION:

. Mr. O'Connor stated that nuclear generation was a key part of Commonwealth Edison's strategy for the future and that management efforts were focused on the safe and reliable operation of the 12 operating nuclear facilities. Mr. Wallace indicated that he felt that he had the full support of the Chief Executive Officer and the Board to take the necessary actions to improve performance.

. Mr. Wallace discussed the following topics:

- changes in corporate and nuclear operations management

- Nuclear Oversight Committee activities

- changes in the competitive environment 4

- Nuclear Operating Division structure

- station performance at Dresden, Quad Cities, LaSalle, Zion, Braidwood and Byron

- key strategic issues including leadership, standards and accountability, material condition, and competition

. Chairman Jackson noted that Dresden was on the Watch List and appeared to be lingering there. Chairman Jackson asked if Commonwealth Edison was used to Dresden being on the Watch List.

Mr. Wallace responded that management was not used to Dresden's position and that he was not satisfied with performance at the Dresden plant. Chairman Jacksen asked about the status of the overall maintenance backlog at the Dresden ::ite. Mr. Wallace responded in detail about the special initiatives that had been implemented to improve work control 1rocesses, reduce the backlog of maintenance work and operator wor ( arounds.

. The subject of_ conversion to the improved Standard Technical Specifications was discussed. All of the sites were noted to converting to the improved Standard Technical S)ecifications with

.the exception of Zion. Mr. Wallace indicated t1at Zion had already improved the existing Technical Specifications through the use of line item improvements.

. Chairman Jackson noted that the material condition at Braidwood-has been declining and was of concern. Mr. Wa11are indicated that he was disappointed that the conditions at Braidwood were slipping and that actions hed been initiated to reverse the trend and upgrade material condition.

. Chairman Jackson raised the question of management's commitment of resources to improve the material condition of the Comed plants..

Mr. O'Connor assured that expenditures for maintaining the plants had never been constrained.. i
