KEWAUNEE CONTAINMENT COOLING SYSTEM OPERABILITY The attached memorandam from the Kewaunee Resident Inspettor identified l
deficiencies in Kewaunee's Technical Specification 3.3.b.2, which allows less conservative operation than the FSAR requirements. The attached letter from R. A. Clark'(NRR) to Sol Burstein (WEPCO) addresses similar concerns for the Point Beach Nuclear Plant.
Please develop modified Technicol Specifications for the Kewaunee Nuclear Plant and request the licensee to submit a Technical Specification change reouest.
Additionally, these concerns may be generic to other. facilities which do not have standard Technical Specifications.

Enclosed is our evaluation of the Kewaunee Nuclear Power Plant Technical Specifications and a proposed. correction for your guidance, Please review your. Technical Specifications and, if you agree with our evaluation, propose an amendment to correct the deficiency.
