N xteer November 4. 1986 NLR-E86258 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Marylsnd 20814 Attention: Ms. Elinor Adensam Project Directorate 3 Division of BWR Licensing

Dear Ms. Adensam:

LIQUEFIED FLAMMABLE GAS SHIPMENTS ON DELAWARE RIVER HOPE CREEK GENERATING STATION, NPF-5'7 DOCKET NO. 50-354 Pursuant to the requirements of Amendment No. 5 to Construction Permit CPPR-120 for the Hope Creek Generating Station, Public Service Electric and Gas Company hereby submits to you the attached report on monitoring activities related to the shipment of liquefied flammable gases on the Delaware River.

This report consists of a summary and introduction section followed by a yearly report which surimarizes the results of the monitoring of shipping and construction activities on the Delaware River for the year 1985 through April 11, 1986. The results of the monitoring activities show that the total number of shipments of liquefied-flammable gas passing in front of Hope Creek has remained relatively constant or decreased during the period 1977-1986 and that the probability of a waterborne transportation accident affecting the safe. operation of the plant is well below the established acceptable probability.

Construction Permit No. CPPR-120 was converted to Operating License NPF-57 on April 11, 1986. Amendment No. 5 expires as a result of this conversion. Therefore, submittal of this report satisfies PSE&G's commitments under Amendment No. 5 and this item is considered closed.

Sincerely, s
