I hereby officially and formally request that your office immediately ouspend and revoke the Operating Licenses's (DPR-31 & DPR-41) of the Turkey Point Nuclear Station owned and operated by the Florida Power &

Light Company in Miami Florida.

Basis and Justification:

Fabuary 1989 Turkey Point Nuclear Unit #3 tripped 0FF-LINE as a direct

. result of a poorly written procedure being performed by Instrument Control Specialists at the plant. Procedure problems at the Turkey Point Nuclear Station have consistently been identified by the Nuclear Regulatory Commission and others as being a significant contributing factor for the plant's poor performance and concern for the ability of the -plant operators to properly and safely control and operate the Nuclear Reactors and .1. eaves rm sonable doubt that the reacio2s can be

Site Vice President at the Turkey Point Nuclear Station (John Odom), lied in a Federal Court Hearing (89-ERA-97 & 89-ERi.-17)'in Fabuary 1989 about information he received from the Nuclear Regulatory Conmission personnel regarding the existance of (immediate nuclear safety concerns identified by Mr. Saporito) and furthermore. he testified that the Nuclear Regulatory Commission's personnel were not  !

competent to determine nuclear safety concerns. l Termination of the Management on Shift (MOS) program as confirmed by a January 29, 1989 letter to Florida Power & Light (W.F.Conway) from the Nuclear' Regulatory Commission Region II relating to the NRC Order EA 87-85 dated October 19, 1987 At the aforementioned Federal Court Hamring. Florida Power & Light management personnel testified that this program was a means for employees to surface safety concerns.

Ju s t .i.f.i c a t.i o.n :. l Mr. Richard Colston informed me that supervisor (John Halverson) at the Turkey Point Nuclear Plant is harassing and discriminating against him bscause of his participation as a witness in'the aforementioned Federal Court Hearing. This event further illustrates actions by Florida Power >

& Light to enhance the present severe chilling effect at the plant and thereby harbor themselves free of employees identifying safety concerns to the Nuclear Regulatory Commission and therefore the Heal.th_and Sef.e.t_y _of the Public could be adversely affected,3 Regional Allegation Coordinator 'Mr. Oscar DeMiranda' of the Nuclear Regulatory Commission's Region II office confirmed to the South Dade News Leader News Paper reporter 'Ms. Lynda Jennings' that 2.0%_of the items identified in S a p o r_i t_9 .' s . _.r e p o r t. . o f.... D e g e m b e r , 5_.1.9.8 8 . w e r e n e w concerns and that the remaining 80% of the items identified were concerns that had been previously identified by the NRC.

My understanding of (10CFR2.206) identifies that reasonable doubt for the Health and Safety of the Public justifies the suspention and 4 revoking of a Nuclear Plant's Operating License.
