Dear Mr. Thompson,

It has come to my attention as Director of the Center for Nuclear Responsibility, that the Florida Power and -Light Company has sought an extension of the submittal date of'est results of reactor vessel material surveillance specimen capsule fracture toughness tests.

, The "V" surveillance- capsule from Turkey Point Unit 3 was removed in April of 1985. Now, more than .a year after capsule removal, the until utility company seeks an unwarranted extension of time, September 1, 1986, to report their findings; while conceding that the test results will 'be available in June of 1986.

In light of the fact that Unit 3 experience is being used to predict Unit 4 performance, and that Unit 4 sample testing has been deferred for 14 years, I feel that be no further reporting deferral of -this itvital is important that there safety~information which bears upon the most important aspect of safe nuclear reactor operation- the integrity of the Unit 3 and Unit 4 reactor pressure vessels.

We suggest that you not grant the Florida Power and Light Company an extension of the submittal date until September 1, 1986.

The Unit 3 test results, at present known only to the Florida Power and Light Company and the Southwest Research Institute belong in the public domain. These test results are critical to the health and safety af all of the people who live in South Florida. They should be made public immediately.

In closing, I would like to state for the record that this letter is a suggestion, and is not intended as a petition to the Commissioners under 10 C.F.R. 2.206. Thank you for your consider-ation of this nuclear safety matter.
