l C: Mn PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-78-125A l

l This preliminary notification constitutes EARLY notice of an event i

of POSSIBLE safety or public interest significance. The information

! presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

l l Facility: Iowa Electric Light and Power Company Duane Arnold (DN 50-331)

Palo, Iowa

Subject:

10" JET PUMP RISER CRACK (UPDATE) l Iowa Electric Light and Power Company (IELP) reported that non-destructive testing of the remaining seven recirculation system i

' inlet nozzle transition pieces revealed that five of the seven have crack indications that will require repair. A through-wall pipe crack was found in one of the recirculation system inlet nozzle transition pieces and previously reported to the NRC (PN-78-125 dated l June 19, 1978). Nondestructive examination of that nozzle shows that crack to extend 270 degrees circumferential1y with about 8-inches  ;

through-wall. . ,

l

' The licensee plans to remove all fuel from the reactor before repairing , N l the flawed nozzles. There is not sufficient rack space in the existing

!  % spent fuel storage pool for the entire core. The licensee, however, l (r ,)

has obtained high density spent fuel racks from another utility and is i awaiting the approval of NRR to install the racks on a temporary basis  !

l for offloading of the fuel in the reactor core. -

The licensee is currently reviewing modifications for repair of the nozzles. The licensee is unable to estimate the length of the outage needed to complete repairs until a design is finalized. The outage is expected to last several months and could extend longer depending upon the extent of the problems experienced during the repair.

RIII (Chicago) and the licensee intend to issue a press release to i update the release en the initial crack.

, ,The Sthte of Iowa is being notified of the extent of the required repai rs.

This information was received by the IE inspector at the site and from g { the 1978.licensee's Engineering Manager and is current as of 3:00 p.m
