a December 13, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-60 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

B0MB THREAT On December 12,1978 at 9:40 p.m., a security guard at the Duane Arnold Energy Center received a telephone call from a male caller who said,
" Listen and listen good.
The plant will blow up tonight." No time frame was given.
A number of craft personnel working in the primary containment were evacuated to an external change house" pending further management decisions.
Shortly thereafter, the company president received a similar call at his home during which it was stated the bomb would go off at midnight.
It was decided to release the craft personnel but security and operations personnel remained.
No search was instituted I
but security personnel were deployed at strategic plant locations and increased external patrols were instituted.

The site notified the cogizant FBI office.at Omaha as well as the Sheriff of Linn County.
The latter dispatched a patrol vehicle to the site to provide any needed assistance.
The IAT has been notified.
No press release is planned by the licensee or NRC.
RIII was notified of this event by the Shift Supervisor at 10:25 p.m.,
on December 12, 1978.
