NOTICE OF VIOLATION

' Alliant, IES Utilities Inc.

Docket No.: 50-331 Duane Arnold Energy Center License No.: DPR-49 During an NRC inspection conducted on November 25,1998, through January 12.1999, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation is listed below-Technical Specification 5.4.1.a requires, in part, that written procedures shall be implemented covering the activities recommended in Appendix A of Regulatory Guide (RG) 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Revision 2, Appendix A, " Typical Procedures for Pressurized Water Reactors and Boiling Water Reactors," Section 9.a, states, in part, that procedures for performing maintenance that can affect the performance of safety-related equipment should be performed in accordance with written procedures.

Maintenance Department Procedure GMP-INST-011, Revision 1, Section B, " Soldering Acceptance Criteria," a prncedure required by Section 9.a of RG 1.33, Step 5.3(4),

requires an individual to verify that the profile of the component lead is clearly visible beneath the solder.

implement Step 5.3(4) of GMP-INST-011, in that the individual did not venfy that the profile of the component lead was clearly visible beneath the solder during the conduct of maintenance to a circuit card for the safety-related 250 voit direct current battery

This is a Severity Level IV violation (Supplement I).

i The NRC has concluded that information regarding the reason for the violation, the corrective actions taken and planned to correct the violation and prevent recurrence, and the date when 1

full compliance was achieved is already adequately addressed on the docket in Inspection Report 50-331/98015(DRP). However, you are required to submit a written explanation pursuant to 10 CFR 2.201 if the description therein does not accurately reflect your corrective actions or your position. In that case, if you choose to respond, clearly mark your response as s " Reply to a Notice of Violation," and send it to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the U.S. Nuclear Regulatory Commission, Region lil, 801 Warrenville Road, Lisle, Illinois 60532-4351, and a copy to the NRC Resident inspector at the Duane Amold Energy Center within 30 days of the date of the letter transmitting this Notice of Violation (Notice).
