Docket No. 50-331 Duane Arnold Energy Center License No. DPR-49 During an NRC inspection conducted from March 18 through 20,1998, two violations of NRC requirements were identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violations are listed below:

1. Criterion V of 10 CFR 50, Appendix B, " Instructions, Procedures, and Drawings,"

requires, in part, that activities affecting quality shall be prescribed by documented procedures and shall be accomplished in accordance with those procedures. Administrative Control Procedure 1410.3, " Operating Logs," Revision 3, Section 3.2,

            " Operating Log," requires, in part, that entries made during each shift shall include       9 equipment taken out of commission and placed back in service.

            " Operations Shift Supervisor Log," requires, in part, that entries made during each shift   i shall include maintenance on major equipment.

Contrary to the above, (a.) On March 13,1998, the Operating Log did not contain an entry for j restoration of the reactor manual control system to service after j completion of modifications. (b.) On March 13,1998, the Operations Shift Supervisor Log did not contain an entry for completion of authorized work on the reactor manual control  ; system. (c.) On March 16,1998, the Operating Log did not contain an entry for removal of the reactor manual control system from service to commence modifications. (d.) On March 16,1998, the Operations Shift Supervisor Log did not contain j entries for commencement or completion of authorized work on the l reactor manual control system.  ! (e.) On March 17,1998, the Operating Log did not contain an entry for , restoration of the reactor manual control system to service after completion of modifications. I (f.) On March 17,1998, the Operating Log did not contain entries for commencement or completion of authorized work on the reactor manual control system. This is a Severity Level.IV Violation (Supplement I). , Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington D.C. 20555 with a copy to the Regional Administrator, Region ill, 801 Warrenville Road, Lisle, Illinois 60532-4351, and a copy to the NRC Resident inspector at the Duane Amold Energy Center within 30 days of the date of the letter transmitting this Notice  ! of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, 'f contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date
