PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-III-86-152 Date D:cember 19, 1986 This praliminary notification constitutss EARLY notice of events of POSSIBLE safety cr public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

RADWASTE SHIPMENT MISROUTED INTO MINNES0TA On December 12, 1986, a radwaste shipment consisting of spent incore nuclear detectors and control rod blades totalling about 20,000 curies was misrouted into the State of Minnesota.

Th2 shipment was being sent by rail (Burlington Northern Railway) to the U. S. Ecology Burial site near Hanford, Washington, via the states of Iowa, Nebraska, Wyoming, South Dakota, M:ntana, Idaho, and Washington.

B;cause of the total amount of curies, the governors of each of these states were notified in accordance with 10 CFR 71.97.

On December 15, 1986, the licensee discovered that the shipment had been misrouted, and was in the State of Minnesota. The licensee halted the shipment, and immediately notified the Minnesota governor's office of the shipment's presence. Plans were then made to return the shipment to its original route. The shipment is expected to reach the burial site on December 22, 1986.

The U. S. Department of Transportation has been notified and is expected to investigate the apparent mix-up with the railroad. Region III (Chicago) has been in communication with the licensee on this issue and will followup further during an onsite inspection by a regional sp;cialist.

The states of Iowa and Minnesota will be notified of this event.

This PN is being issued because of news media interest.
