ENVIRONMENTALLY UNQUALIFIED ELECTRICAL SPLICES During routine maintenance on September 19, 1989, (the unit has been shut down for a scheduled maintenance outage since September 14) the licensee identified two environmentally unqualified AMP butt splices on a recirculation syster. sample line valve in the drywell. The licensee had conducted inspections in 1986 and 1987 to identify and correct all unqualified splices.

As a result of this new finding, the licensee instituted a two-phase program to identify and correct any additional unqualified splices. On September 29, 1989, NRC Region III conducted an inspection to review the licensee's efforts ano discovered splices which had not been identified during the licensee's recent corrective action program walkdowns.

Oton 111 (Chicago) has informed the licensee that before it can restart the unit, it must,

( hg other things: reverify the environmental qualification (EQ) of AMP splices; reverify NJ EQ of Sta-Kon splices; resolve concerns over proper drainage of electrical enclosures, such as junction boxes; verify the EQ of terminal blocks configured with top entry conduits; verify the EQ of taped splices in instrument circuits; and provide a preliminary assessment of the root cause of the EQ problems to enable assessment of the adequacy of the corrective actions.

Higion III will continue to monitor the licensee's actions. The licensee expects to be shutdown for 1 to 2 weeks to resolve these issues.
