POLICY ON CONTROL OF NRC REPORTS AND OTHER DOCUMENTS '

Bill Brach recently received a telephone call from Bill Brown, Regional Counsel, Region IV inquiring as to the status of DEDROGR's review of the draft Region IV Policy Guide, same subject as above. If you recall, we decided during a management conference call a couple months ago that IE would take the lead in preparing Regional guidance for implementing the ED0's policy for inspect 4cn ar.d enforcement programs. The enclosed copy of a recent memorandum from Jim Taylor, IE to Jim Keppler, Region III, confirins IE's plan to prepare the guidance. Pending completion of the IE guidance for the Regions, I suggest that if you implement the draft Region IV procedure as an interim measure you should consioer the following comments:

1. Page 2, Action C.3 and C.4 - specify the management position (e.g., Branch Chief, Division Director or Regional Administrator) which is authorized to grant management approval.
2. Page 2, Action.C.6 . identify who in Region IV provides the notification to 01 and identify who in OI is notified.
3. Page 3, Exception 5 - delete. Exceptions 1 and 2 on pages 2 and 3 authorize the staff to discuss safety issues and corrective actions in certain cases. There is no reason to advise the licensee of a potential referral to OI when discussing these issues.
