SUBJECT:
CONSTRUCTION INSPECTICN PROGRAM STATUS, UNIT The last status report on Manual Chapter (MC) 2512 inspections was provided on September 17, 1996.
This report documented the status of inspection and the implementation of Appendix I of MC 0512 which superseded Appendix III.
As requested, I reviewed the status of'the inspection program for Unit 2 and open items, IE Bulletins, and construction deficiencies (10 CFR 50.55e) for both units.
The overall percent complete for MC 2512 inspections for Unit 1 is 99% and for Unit 2 is 75%.
The remaining 1% for Unit I represents the RIV Comanche Peak Tast Group (CPTG) and construction inspections required to c1cse aut NRC Technical Review Team (TRT) items and rout:ne open items.
An enclosure shows the MC 2512 inspections that are yet to be completed for Unit 2.
Texas Utilities is currently reporting trat construction on Unit 2 is 80% complete.
The M 2512 inspectior f75%) is slightly behind construction completion.
The main reason for this is the lack of electrical inspections that occurrec before Chil Wagner and the NRC consultants started working in this area.
As we discussed several weeks ago, emphasis shcald be placed in this area when electrical work activities fally resume in Unit 2.
Also, NRC inspection of electrical procedures shculd te ccmpleted and inspectors, including NRC consultar.ts, need *o tate cred:t on the 76o for ecords reviewed as they obser ve work.

I have made progress on : losing cut open items; however, little progress has been made on 50.55(e) deficiencies and IE Bulletins because the applicant is still taking ccrrective action in this area as a result of NRC inspection findings.

Clif Hale has made progress on inspecting OA procedures; such as, 35060 (Corporate Management) and 35065 (Procurement, Receiving, Storage);
however, I-have seen no information which would indicate that 35024 (Applicant Review of Vender DA Programs). 35061 (Indepth Inspection of Site Performance), and 37055 (On Site Design Activity) have been completed.
One procedure, 35960 (Evaluatien of Engineer Service Organizations), was completed by O!E and documented in NRC Inspection Report 445/8619; 446/8616.
In reviewing NRC inspection data reporting (766), I noticed that a large number of hours are reported under IE medule 92705 (Regional Request);
e.g., 3998 and 1519 hours0.0176 days <br />0.422 hours <br />0.00251 weeks <br />5.779795e-4 months <br /> for reports 445/8603: 446/6602 and 445/8601; 446/8601, respectively.
This includes large numbers of hours for' Unit 1
'and Unit 2.
It appears that same of these hours may be mere appropriately reported under the various MC 2512 inspection procadures which address specific disciplines.
I recommend taking credit for applicable inspections under one of the 80 MC 2512 procedures to show that the MC 2512 inspection program was acconolished.
This might prove valuable during licensing hearings and I know it would certainly aid me in keeping up with what inspections are being done i n Uni t 2 -&L as ti-oss pcrforming inspections have not advised ce of work thsy are doing in Unit 2.
This may also avcid a duplication of inspectson effort.
I did a review of TUGCo respenses to Nctica cf Violation /Deviat;cn.
TUGCo has consistently tet due dates imposed in NRC reports; newever.
NRC acknowledgments have nct always been titely.
I set up a tracking system for responses and NRC acknowledgements for CPTG and my reports.
Tha secretary assisted in setting up the system and has put the data into the computer.
I recommend that inforr.ation ~
relative to responses;.i. e., dates due, extensions, etc., te ferwardeo to Wanda in order to tract responses.

I had not discussed the need with ycur secretary tc periodically update the !E Bulletins received in 1986.
Four IE Bulletins are in the process of being added.
Also, Dennis Kelley had the open items for report 445/8601 and 445/8609:
li 446/6607 on his list but these had not been transferred to the CPTG master list..He said he will update the master list when he returns from an upcoming inspection.
The following is a breakdown of items currently open excluding RIV items and items in outstanding inspection reports.
Data runs (!!/20/86) taken from the CPTG tracking system showed a total of 335 open items (CPT6-276, CONS-41, OPNS-18) for Unit 1 'and 139 (CPTB-86, CONS-49) for Unit 2.
This figure is low because a number of inspection reports have not been entered into the system as they are yet to be issued.
A data run (11/26/86) for 50.55(e) items shows 85 and 7e items open +cr Unit I and 2, respectively.
A data run (05/26/86) for IE Eulletins shows*20 open IE Bulletins for Unit 1 and 2; however, this data run is currently being updated to incicde four IE Bulletins issued in 1986 which raise the total to 22.
This number is high; however, almost all TUGC0 files have been reviewed by NRC and the only remaining work is to inspect the hardware.
