SUBJECT:

ISSUES RAISED BY OIA REPORT 86-10 HAVING BROADER IMPLICATIONS FOR REGION IV By memorandum from John Davis to me dated February 9,1987, the CPRRG requested OGC's assistance in addressing the issues raised by OIA Report 86-10 which potentially could have broader implications for Region IV (i.e.,

beyond Comanche Peak).

Prior to your request, OGC reviewed OIA Report 86-10, including its exhib-its , for other purposes. See Memorandum from William C. Parler, General Counsel, to the Commission dated December 23, 1986. Based on that complet-ed review, there are four issues which OGC suggests the CPRRG consider as potentially having broader implications for Region IV. Specifically:

1. Region IV management's interaction with inspectors and its role in re-viewing, revising, and approving inspection reports.
2. The effect on other plants in Region IV of any CPRRG-identified weak-nesses in Region IV's inspection program at Comanche Peak, unlees it is determined that Comanche Peak was inspected differently from j other plants in Region IV. J
3. The effect on other plants in Region IV of any CPRRG-identified deficiencies in Region IV 's resolution of technical issues associated with Comanche Peak.
4. Any CPRRG-identified weaknesses in Region IV's NRC Form 766 system.
