Enclosed is a copy of the final exercise report for the September 14, 1989, partial participation joint exercise of the offsite radiological amargency preparedness plans site-specific to the Shearen Harris Nuclear >

Power plant. 7he State of North Carolina ard Chatham, Harnett, Ime, and Wake counties, all located in the 10-mile plume emergency planning zone, i participated in the exercise.

There waru no deficiencias or areas requiring corrective actions identified during this exercise. There were several areas recomended for improvenant. Tne exe: cine report was prepared by the Region IV staff of  ;

the Federal Dergency Managnment Agency.

Based on the recults of this exercise, the offsite radiciogical energency ,

plans ard prcparedxas are adequate to provide reasonable assurance that  ;

' appropriato measuras cem be taken offsite to protect the health an:1 safety of the public in the event of a radiological emergency at the site. 4 Therefore, the 44 CFR 350 approvel granted on March 28, 1989, will remain in effect.

FDR Ragion IV staff will furnish a copy of thb final exertise report to the State of North Carolina.
