Assistant Associate Director Office of Natural and Technological Hazards Programs SUBJECT Exercise Report for the February 28, 1987, Exercise of the Offsite Radiological Emergency Preparedness (REP)

Plans for the Shearon Harris Nuclear Power Plant Attached is a copy of the Exercise Report for the February 28, 1987, full participation joint exercise of the offsite REP plans for the Sheamn Harris Nuclear Power Plant. The Stage of North Carolina and Wake, Chatham, Harnett and Lee Counties, all located in the 1(&mile plume emergency zone (EPZ), fully participated in the exercise. 'lanning The exercise report, dated May'1, 1987, was prepared by the Region IV staff of the Federal Emergency Management Agency (FEMA). The report does not identify any deficiencies resulting frcm this exercise. There were identified, however, eight areas requiring corrective actions and several areas recmarended for improvement. The inadequacies identified at the Media Center were deemed serious enough to warrant prompt remedial action.

A remedial drill to correct the inadequacies of the Media Center was con-ducted on April 22, 1987. All Media Center activities or pmcedures evalu-ated as inadequate during the February 28, 1987, exercise were ~valuated and determined to be adequate during the remedial drill. The results of the April 22, 1987, drill are included in the attached report. In addition, a special drill will be conducted to verify correction of the inadequacy involving the Wake County Emergency Operations Center carumnication links with the Emergency Broadcast System and NOAA radio. The results will be forwarded to you upon ccmpletion of the drill.

FEMA Region IV staff will furnish a copy of this exercise report to the State of North Camlina and will obtain a schedule of corrective actions.

The Region will assure completion by the State of the necessary corrective actions. Based upon the results of this exercise, there continues to be reasonable assurance that appropriate protective measures can be implemented by the offsite jurisdictions arcund the Shearon Harris Nuclear Power Plant to pmtect the health and safety of the public in the event of a radiological emergency.
