SUBJECT:

Chatham County, North Carolina's Offsite Radiological Emergency Response Plans site-specific to the Shearon Harris Nuclear Power Plant This is in response to your verbal request for a status report on the effects of a resolution passed by the Chatham County, North Carolina Board of Cm missioners concerning the Chatham County Offaite Radiological Emergency Response Plans site-specific to the Shearon Harris Nuclear Power Plant.

Attached is a copy of "A Resolution Concerning the Shearon Harris Nuclear Power Plant" dated May 27, 1986, which was adopted by a unanimous vote of the Chatham County Cmmissioners.

It should be noted that the resolution merely rescinds all prior approvals of the Chatham County Emergency Response Plan for Shearon Harris pending further critical examination of unresolved issues. At the present time, the Governor of North Carolina and the Director of the Division of Emergency Management are presently reviewing the impacts of the County resolution on offsite planning and preparedness.

The State of North Carolina has offered to send representatives to meet with any interested groups at the local level to discuss emergency preparedness issues for the Shearon Harris Nuclear Power Plant. The State is also attempting to schedule a meeting with the Chatham County Conmissioners to discuss the resolution and their concerns.

I'll keep you advised of all further significant actions as they occur.

Chatham County's Rescission of Prior Approvals of the Shearon Harris, North Carolina Emergency Response Plan The following are the answers to Marlow Stangler's questions con-cerning the above subject which were asked of John Heard via telephone today:

1.

The County Commissioners' vote on "A Resolution Concerning the Shearon Harris Nuclear Power Plant" was unanimous (copy of Resolution enclosed).

2.

The Commissioners' decision is contained in the enclosed Resolution.

3.

The Governor of North Carolina and the Director of the Division of Emergency Management are "considering their options."

k ac. m/Ai.sper-A Resolution Concerning the Shearon Harria Nuclear Power Plant WHEREAS, the nuclear power plant accident on April 26, 1986 in Chernobyl USSR has aroused widespread concern within of nuclear power plants, and.the United States and throughout the wo WHEREAS, there has surfaced within Chatham County a vidaspread and intense opposition to the nearly completed Shearon Harris Nuclear Power Plant constructed by Carolina Power and Light Company, and WHEREAS, there are substantial and unresolved issues about the Chatham County evacuation plan, Board of Commissioners hereby rescinds all prior appro of the Shearon Harris Emergency Response Plan pending further critical examination of the unresolved issues.

This resolution shall be effective upon adoption.
