U. S. Environmental Protection Agency participation in the Nuclear Re'gulatory Commission Environmental Review of the Shearon Harris Nuclear Power Plant As Assistant Regional Administrator of EPA Region IV, I was pleased to receive the invitation from NRC to participate in the review process for preparing the environmental impact statement for the operating license stage of the Shearon Harris Nuclear Power Plant. Members of my staff, C. L. Wakamo and Sheppard Moore, report that the EPA was provided the on-site opportunity to observe environmental conditions at several locations and to discuss preliminary in-formation for the environmental review in an effort to identify early on speci-fic items of environmental interest that should be included in the review.

EPA Region IV wants to take this opportunity to commend NRC for its initial effort in holding an unstructured public meeting at this early stage of the operating license process to,provide a forum for the general public to have direct access 'to the staff to identify environmental areas of concern. It is hoped that this procedure will continue and will be of assistance in scoping the questions to be asked by the staff on the applicant's environmental report.

We will be pleased to assist NRC in the review of the NPDES permit and other pertinent sections so that the October 1982 target date for issuance of the Draft Environmental Statement (DES) can be met.
