~00 gO qO fO We are in receipt of your letter of July 23, 1982, inviting Fish and Wildlife Service input to the Draft Environmental Impact Statement (DEIS) you are preparing for the operating license for the Shearon Harris Nuclear Power Plant Unit Nos.

1 and 2 in Wake and Chatham Counties, North Carolina.

You requested our particular attention to the Wildlife Management and Public Access Plan prepared by Carolina Power and Light Company (CP 8 L).

The Plan in its present form indicates a commendable desire on the part of CP 8

L to provide mitigation for project impacts but is preliminary in nature, and we understand that it was developed without formal input from the North Carolina Wildlife Resources Commission (NCWRC).

Before it could be considered final, it should delineate specific upland acreages proposed for management practices and fishery management practices acceptable to the NCWRC.

Management responsibilities for wildlife areas and public access facilities should be delineated also.

The Service believes the Operating License DEIS should address the following subjects:

• Temperature changes and patterns in Harrison Reservoir resulting from plant operation;

• Cooling water intake velocity and measures taken to prevent entrainment and impingement of aquatic organisms; and

• Method of disposal of condenser cleaning substances and biocides.
