1.1 Identify those pumps and valves at-Crystal River Unit 3 that are required to be tested in accordance.with the.American Society of ,
Mechanical Engineers Boiler and Pressure Vessel Code Section..XI, 1 Subsections IWP (Pumps) and-IWV (Valves), 1983-Edition through Summer 1 1983 Addenda; and Generic Letter 89-04, Guidance on Developing' j Acceptable Inservice Test Programs- .
1.2 Aid Operations and Maintenance in determining the proper surveillance procedures used for testing these pumps.and valves.
- - 1.3 Identify any relief requests and alternate test plans that are.
associated with Subsections.IWP and IWV of Section XI.
- 1. 4. Supply Piping and Instrument. Diagrams, for each system that has been determined to be applicable in this program, for ease of determining system location of the components. It is to be noted that these P &
ID's are supplied to the program on an annual basis, nd are not necessarily the latest revisions. They are to be'used for information ,

2.0 DESCRIPTION
2.1 The Pump and Valve Inservice Testing (IST) Program is a required program, as identified by 10CFR50.55a(g), and the ASME Boiler and l Pressure Vessel Code,Section XI.
.1 l- 2.2- Pumps and valves that are located in systems identified as ASME Class l 1, 2 and 3, and are not excluded-by ASME'Section XI' Paragraphs j
p IWP-1200 and IWV-1200, are included in the Section XI Inservice: Testing l program, except where specific written relief has been requested.

- . 2.3 Should' a conflict arise between ASME. Section'XI and.the Standard . -i Technical Specifications, Florida Power Corporation will follow the
- -l more restrictive,-until such time as the' conflict can be resolved.
L l 2.4 This manual is provided for the purposes of identifying those pumps and o
valves, in tabular form, that are within the scope of the IST Program.
L This cross-referencing also provides the component's respective surveillance procedure that is performed to satisfy the Section XI critaria.

Section 4.0 of the Valve Testing Program tab in this manual.- 'If a P&V.
surveillance procedure is started within one week of its normally scheduled performance, then the intent of Section XI quarterly testing will be satisfied.

3.2.6 Exercising - the necessary valve disk movement shall be determined by exercising the valve while observing an appropriate indicator, which- ;
signals the: required change of. disk position, or observing indirect '
evidence (such as changes in system pressure, flow rate, level, or i temperature), which reflect stem or disk position. j 3.2.7 Full-Stroke Time - that time interval from initiation of the actuating signal to the end of the actuating cycle.
3.2.8 Check Valve Full-0 pan Test - test to prove a check valve, with a safety function in the op'an position, can pass the maximum analyzed accident flow.
3.2.9 Check Valve Ci m .: Test - test to prove a check valve, with a safety j function in taa closed position, is closed,-or will close, upon H cessation or reversal of flow.

-4.1.1 The Emergency Feedwater Pumps are tested on a quarterly _ basis through J a minimum flow recirculation line back to the dedicated emergency-feedwater-tank _(EFT-2).
4.1.2 Pump full-flow testing requires the Emergency Feedwater Tank (EFT-2) and the respective EF pump to be lined up to at least one.0TSG. The '
performance of these full-flow tests shall be performed at a refueling outage; frequency beginning with Refuel 7.
4.2 MUP-1A. MUP-18. MUP-1C 4.2.1 The Make-up and' Purification (also known as HPI) pumps are tested on l a. quarterly basis with now through three separate portions of the system:
o Approximately 40 gpm to the RCS as normal makeup.
, o Approximately 40 gpm to the RC' Pump seals (injection). '
p o An unknown quantity of flow through the minimum flow recirculation
! line back to the Makeup _ Tank (MUT-1).

- 11. Reference Code Requirement That Has Been Determined To Be Impractical:
IWP 3300; Observation of valve position to verify accurate remote position indication.
III. Basis For Requesting Relief: These are solenoid operated valves. The solenoid operators are enclosed in a "can" that is seal welded closed.
There is no method to visually verify the valve stem position without cutting the closure weld.
IV. Alternate Examination: Verification that valve position is accurately indicated by remote indicators will be accomplished indirectly by observation of affected system parameters when the valves are manipulated.
These parameters can include items such as establishment and cessation of flow, or change in indicated system pressure or level. These test methods will be incorporated into the plant procedures and the tests will be performed during each refueling outage. (Crystal River is currently operating on a nominal 24 month fuel cycle.)
V. Implementation Schedule: The Alternate Examination requirements will be met, beginning with Refuel 7.
