Concern: IN-EC-158-006 - The basis for Elemert Report C015101-SQN, Rev. 2, cated October 10, 1985 is Watts Bar Employee Concern IN-EC-158-005 which states:

"On the Reactor Building ficor, there are conduits that are not plugged, yet there is always water backed up on this floor. Construction Concern. Cl has no additional information." i This concern was evaluated t'y TVA as poter.tially nuclear safety-related  !

!!. Summary of issue A generic concern about the condition of floor drain level transmitters was identified by TVA as a result of a review conducteo on Watts Bar 8 iten IN-86-158-005. An additional issue concerning the operability of the containment pocket surp level transmitters was also identified by TVA.

2 Sequoyah had similar transmitters installed in the contairm:ent pocket sump but the licensee oetermined that there had not been a history of f ailure, ,

because of construction o'r other personnel related activities. The '

licensee aid determine that there had been a history of transmitter failure as a result of eraipment malfunctions. A design change has been

. initiated at Sequoyah (SQ-DCR-P-2242) to replace the level transmitters ,

and is scheduled for completion at some later date.

1 IV. Conclusion 1

The licensee's determination of the root cause for level transmitter failures and its evaluation of personnel related damage appears to be adequate to the NRC staff. The resolution of design change SQ-DCR-P-2242 is a recuisite to the resolutien of this issue. However, the safety significance of this issue does not justify its inclusion as a startup iten. With tile exception of hRC verification that SQ-DCR-P-2242 was impleaented, this item is closed.
