TENNESSEE VALLEY AUTHORITY SECUOYAH NUCLEAR POWER PL ANT. UN'TS 1 AND 2 DOCKET NOS. 50-327 AND 50-328

1. SUBJECT Categery: Engineering (20,000)

Element: Exposed HV Cable Routed Without Raceway Persennel Hazard (23504)

Employee Concern: IN-65-749-001 Element Fe: ort 23504, Rev. 1, dated October 21, 1986, involves Watts Edr Employee Concern IN-85-749-On1 which states:

"High vc1tage cables are laid around edge of rooms (such as raceway in Reactor Fc. 2} witnout protecticn from dar. age to insulation. These areas are often flooded, and could pose a threat of shock hazard to workers if insulation were camaged."

!!. SLMPAQY OF ISSUE This concerr as evaluatec by TVA. TVA concluded that this was a concern involving 480 V temocrary construction cables at Watts Bar. They also concluded that no 480 V temporary construction cables exist at Sequoyah.

TVA has also perforced a walkdown at Secuoyah and found no unprotected elec-trical cables. TVA reviewed housekeeping procedures and the safety handbook and found that adequate persennel guidance was provided.

111. EVALUAT!0N hRC and its consultant, SAIC, reviewed the TVA employee concern report. The TVA report discussed a walkdown, employee safety guidance, and the use of unprotected cables laid around plant rooms. NRC reouested additional cetails of the TVA investigation. TVA addressed this request in the February 10, 1927, N:C.Tva werkir; rettir; in the 'VA Eethesda ef fices. TVA stated that a 100%

NPC inscecticn. the NRC staff cencludes that the Watts Bar concern cces not l exist at Secucyah. Hence, this employee concern is considered to be satisfac-torily resolved for Secuoyah.
