The basis for Element Report 204.7(B), d ed March 27, 1987 is employee concerns IN-85-505-001 anc IN-86-073-001 which state:

IN-85-505-001:

"Poor quality of vendor drawings that Watts Bar huclear Plant receives from the Division of Engineering Design for as-constructed purposes."

IN-86-073-001:

"Updated to vendor manuals are not being supplied to the field in a timely ma nr.e r . For example, Foxboro revises their schematics and transmits the changes to r.noxville or Chattanooga Engineering, but the revisions are not received at Watts Bar. Concerned individual has not moe information. NUC Power concern. Unit 1."

These concerns were evaluated by the licensee as potentially nuclear safety-related and potentially applicable to Sequoyah (generic).

!!. SUMMADY OF ISSUES Two issues were defintd by the licensee as applicable to this evaluation:

1. Vendor drawings received by the plant from the Division of Engineering Design (EN DES) for as-constructed drawings are of poor quality.
2. Updates o' vencor documents (e.g., manuals) are sent to Knoxville er Cnattanooga Er.gineering, but they are not recehto at the plant in a reasonable time therecfter.

III.{ VALUATION Office of Engineering Procedure OE-014001, "Contract Administration - Handling of Vendor Documents" contains requirements for the minimum legibility and reprodicible cuality of vendor documents. However, EN DES is permitted to accept and distribute vendor prints of substandard quality. In addition, according to the licensee's evaluation team, the reproduction facilities occasionally distributed illegible orawings. The issue is substantiated.

The NRC staff reviewed the second concern tn get a fuller understanding of the issue. The circumstances involved a vendor making a field modification to power-operated relief valves and issuing revised circuit drawings. The concerned individual had a question about the performance of the valves, but it could not be pursued because the new circuit drawings had not reached the Wetts Ear site, more than five months after the drawings were sent to the licensee's engineeering offices. The staff reviewed the function of the valve and concluded that it was operating correctly, but the concern about celays in issuing vendor drawings remained.

The concern was subst6ntiated by the Institute of Nuclear Power Operations

(!NPO) finding no. 2.6A-1 dated August 14, 1986 which stated that vendor manuals retained by the off-sitt organizations are not maintained in a current status and informatien in some manuals is not in agreement with the master copies.

As corrective actions, the licensee issued Nuclear (uality Assurance Manual Part V, Section 6.2, "Vendor Manual Control" dated Eecereer 31, 1985 and Sequoyah Engineering Procedure SQEP-38, "Review and Approval of Vendor Manuals / Revisions" dated January 3, 1987. According to the evaluation team, these procedures require legibile, good quality vendor documents and provide for their distribution at Sequoyah. In a letter dated May 22, 1987, the licensee comitted to implementing SCEP-39. The NRC staff will monitor the impelcentatien and adequacy of these procedures.

IV. C0hCLU510NS, The employee concerns are substantiated. The staff reviewea TVA Employee Concerns Special Program Report Number 204.7(B) dated March 27, 1985, "Vendor Cocuments Legibility and Dissemination System" and found their investigation

.no resolutien of the concerns to be adecuate. The hRC staff will te monitoring the adecuacy of the procedures concerning vendor documents through inspections and audits.
