Element: "Acequacy of Public Safety Service (PSS) Of ficer's r

Uniforms in Nuclear Plant Environment" Employee Ccncerns: XX-55-045-001 The basis for Element Report No. 312.01 SQN, Revision 1, dated October 23, 1956, is a two part question regarding the adequacy and safety of wearing a uniform which melts to the skin when exposed to intense heat and which attracts airborne contamination.

This concern was evaluated by TVA and although it was not considered nuclear safety related it was deemed generic to the Public Safety Service units located at other TVA facilities.

!I. Su**ary The twofeld problem defined by this concerned indi.idual is; first, that the synthetic colyester treusers worn by the PSS Offi:ers will melt to the skin in the event they are engaged in firefighting a:tivities and secondly, j

that the same trousers buildup static electricity and thus attract airborne

contamination in the event of such a leak.

s III. Evaluation F48 81 TU's investigation of the concern relative to melting the trousers during i -* firefighting activities centered around identifying the actual role of the

$go PSS Of ficer in the Plant Fire Brigade. The licensee referred to Security

y Pr0cedure PHY S1-13 which defines the Officers' role as a support functien pg and *ct a caatic'

p With respect to the second concern (contamination of clothing), the TVA evaluator pointed to General Erployee Training, Radiation Work Permits ard Continuous Air Monitors, all of which should prevent the PSS Officer f rom.

earing contaminated trousers. The evaluator again referred to the August 19. 1985, line management response and The TVAalsoevaluator, to the Plant Unifort, therefore, Committee's evaluation of tnis concern.

concluded that no valid concern existed.

IV. Conclusion The NRC staff believes that TVA appropriately and adequately resolved this concern. IVA resolved the issues Cresented by this concerned individual by referring to the correct procedures, documents and programs. TVA's report is verifiable and no open items nor corrective actions are outstanding.
