Watts Bar Employee Concerns WBM-5-002,002 and EX-85-154-007, which respec*ively 1

l j state, "There are no mans of disconnect provided innediately above 480 V

' receptacles to prevent flash burns caused by insertion or removing" and -

t "Fersonnel safety is seriously endangered by lack of disconnect switches at

, 480 V welding outlets. Many personnel who connect and disconnect welding  ;

i conductors to these outlets might not know if circuits are energized. ,

Percoving and inserting the plug while energized could cause an explosion and 4

could embed small rnetallic particles in the arms, face and torso of the person." l t

i II. SU,MMARY OF ISSUE .

! TVA reviewed this concern and found that 480 V receptacles have no effect on  !

) plant safety and therefore this is not a restirt issue. NRC must verify that  !

the TVA finding is reasonable for. restart.

I fil. EVALUATION .

l 8 NPC and its consultant, SAIC, reviewed the TVA employee concern. TVA states l .tN8 that 4C0 V receptacles are used as ternporary power for plant maintenance and t t

! 90' are not supplied from. a 1E power source. The employee concern discusses maintenance persorrel safety at welding outlets. TVA has reviewed OSHA i
