The tasis for Elcrent Report 31307 - SQH Rev. 1. dated September 23, 1986, is the Secucyah ($Qh,' Etployee Concern SQN-55-001-002 which states:

Fiberglass insulation installed inside containrent at the bottom of the steam lite next to the steam generator, 11.

III. Evaluaticn Nuclear Safety Review Staff (fiSRS) cnd SQii metallurghel engineers inspectec the steam lines insido of containment and found only metallic mirror insula-tien.

USR$ had previously found that Sequoyah could not document that the non-metallic insulation used on the stainless ster 1 safety-related systems ret the requirements of NRC Regulation Guide 1.36. As a result, a random sample of installed insulation and all insulation in Power Stores was tested by the Site Chemical Engineering Unit and Singleton Laboratories.

The test results showed that the insulation met the specifications recuired by RG 1.36.

IV.

Conclusion The hRC staff believes that the TVA irvestigation of the concern was adequate, and ' heir resolution of the concern as described in Element Report 31307 is acceptable for restart.
