This is in response to your letter LA 86-81 and attachment dated October 21, 1986 in which you requested an exemption from the requirements of 10 CFR 70.58(e) and the Columbia Plant FNMC Plan for measuring the uranium content and U-235 enrichment of a cylinder of low enriched UF to be received from STEAG in Germany. The cylinder will be stored at the 6Columbia Plant site for about one year and will subsequently be shipped to DOE (Goodyear Atomic) for processing.

We have reviewed this request and have determined that the granting of your request is warranted, and will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are hereby granting an exemption to the require-ments of 10 CFR 70.58(e) and the Columbia Plant FNMC Plan, by issuing an unnumbered license condition to Amendment SG-2 of your License No. SNM-1107, effective immediately, to read as follows:

Notwithstanding the requirements of 10 CFR 70.58(e) and the FNMC Plan identified in Condition 2.1, the licensee may receive and store for approximately one year the cylinder of UF 6 identified in the attachment to letter LA 86-81 dated October 21, 1986 without verifying its uranium content and U-235 enrichment, provided that its Euratom seal, Number C88610, remains intact. ,

We have determined that the attachment to your letter of October 21, 1986 contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
