Nuclear Regulatory Commission Attn: Document Control Desk Hashington, DC 20555 Dockat No. 50-312 Rancho Seco Nuclear Generating Station License No. OPR-54 PROPOSED AMENOMENT NO. 170, REVISION 1 Attention: George Knighton By letter dated October 7, 1989, the District submitted Proposed Amendment No.170 to better define the applicability requirements of Technical Specification 3.4 with respect to Auxiliary FeedWater (AFH) System flow paths.

The Olstrict hereby submits Revision 1 to Proposed Amendment No. 170.

Revision 1 supersedes the original submittal in its entirety. Revision I modifies a surveillance requirement for the AFH System to reflect the in'tallation of an alternate flow path for AFH pump testing. The deletion of the words "to the condenser" from Specification 4.8.1 (first paragraph) allows AFH pump test flow through either of the alternate flow paths.

Attachment I provides the insertion / removal instructions for and the Technical Specification pages affected by Proposed Amendment No. 170, Revision 1.

Attachment II contains the revised Safety Analysis Report and No Significant Hazards Consideration for the proposed changes.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.

Since this is a revision to Proposed Amendment No. 170, no additional license fees are required.

It is requested that upon approval of this proposed amendment by the NRC, it i be made effective no later than thirty days after receipt by the District.
