. STATf ATTORNEY asux cARot DIRECTOR. ENVIRONMENTAL WHISTLL8 TOWER PROjtCT mRaAAA cRATT OPflCE MANACLA KATHLIIN CUMBERSATCH 5ECRETARY April 7, 1986 Vincent S. Noonan, Director PWR Project Directorate #5 Division of PWR Licensing-A United States Regulatory Commission Washington, D.C. 20555 Dear Mr. Noonan On March 26, 1986 .1 received a copy of a March 24 letter requesting GAP provide you with an interview schedule for two witnesses not later than closed business March 25, 1986. Obviously that was not possible.

Additionally, it was not possible because of my need to respond to your ultimatum for CASE's comments to the CPRT by March 27, 1986, extended for 5 days (over Easter) to April 1st.

It won't be possible this week because of the need to respond to both the staf f brief to the court of appeals on the construction permit issues, and the statistical inference mem3randum and also Department of Labor matters in a related Comanche Peak cano. It won't be possible next week because of preparation fo,- (1) the staff's informal discovery meeting on April 17, (2) the prehearing conference on April 22, and DOL matte s.

It may be possible the last week of April. I will advise you accordingly. Ilowever, I reiterate that any workers we represent will only be willing talk 'mder the conditions previously established, that is with the organizational control for the allegation investigations to rest with the Technical Review Team personnel.

If things change I'll let you know. Please don't send me any more registered, certified letters with due dates that have expired before I even get the letter.
