! Recently the Nuclear Regulatory Commission (NRC) announced plans to reduce staffing levels at Three Mile Island (TMI) Unit-

(NRC's TMI-2 staff), Three Mile Island Alert (TMIA) representative Eric Epstein discussed concerns and reservations about the proposed staff reductions.

TMI is a plant with unique problems. To reduce staff levels l prior to completion of core removal (which has been been exterded '

inte late 1988) is an inappropriate and misguided move. It is sure to inspire a loss of public confidence in the NRC 's

! commitment to safety.

I The timing of the reduction is curious. Obviously the I

Commission is aware of General Public Utilities" (GPU) poor managerial record. On December 1, 1987, GPU fired a shift supervisor for sleeping on the job. The supervisor had l accumulated an abysmal track record since 1983 that included i I

sleeping on the job, leaving his post unattended, and improperly '

briefing incoming shifts as to the status of the plant. It is disturbing that the utility waited so long to act, and the NRC was unaware of this behavior.

Additionally, GPU's sister plant, Oyster Creek, recently was

shut down for two months for an incident involving the destruction of data. This plant is cwned and operated bj Gru and l does not increase the standing of the utility in the eyes of

! local residents.

  • O These are but two examples from a long history of corporate ineptitude and mismanagement. Taken together, they illustrate that the character of GPU remains questionable. A staff reduction sends the wrong signal to both GPU and the public: 1.)

it tells GPU that they are free to conduct business virtually unmonitored; and, 2.) the health and welfare of the public is shown to be secondary in consideration.
