Dear Mr. Martin:

We were pleased to meet with Messrs. Ramon Hall and Blaine Murray on June 28 to discuss the environmental surveillance program we carry out under Cooperative Agreement No. NRC-31-83-671. At that meeting we agreed to conduct an interim program at the Comanche Peak Steam Electric Station and South Texas Project until start-up dates of the plants are more definite. The interim program at Comanche Peak will provide a reasonable. level of monitoring on a smaller scale than the <

existing NRC contract program. This will greatly reduce the state's costs, which in CY-1984 were over $30,000 in excess of funding by NRC.

This reduction in costs to our Bureau is needed, since we face budget constraints in FY-1986.

Messrs. Hall. and Murray indicated at the meeting that NRC's funding for the interim program might be reduced slightly below the $14,900 obligated in Modification No. 3 to the Cooperative Agreement. We are in the process of obtaining the necessary signature on Modification No. 3 and sending it to NRC, with the understanding that the amount ,

obligated may be amended by a subsequent modification.

We have to date continued the existing NRC contract program at _

Comanche Peak without change. However, by September 1,1985, we would like to implement the proposed interim program outlined in the enclosed Table 1. Under this proposal, we would continue the following elements of the existing NRC contract program: one surface water sampling site (changed to a quarterly sampling schedule), food products sampling, and all 47 NRC TLD stations. July 11, 1985 Page 2 we would continue the state TLD program, begun in' 1978, which consists of 45 TLD's, of which 19 are co-located with NRC TLD's. In addition, "

(Table 1) is modified from an existing state program (Table 2). Upon reviewing our existing state sampling program, which was begun in 1979, we determined that some existing sites were unnecessary and could be deleted without detriment to the program. Table 1 lists all state sampling sites that would be retained in the proposal. Table 2 is provided only for reference to show the existing state sites.

At the South Texas Project, the proposed interim program would include an NRC TLD program at sites to be selected by NRC. This probably

could be implemented by the end of 1985. In addition, under the proposal, we would conduct a state program consisting of TLD's, quarterly sampling of surface water, groundwater, soil, and vegetation, and sampling of food products, as outlined ' in Table 3.

The state program which would be implemented under the proposal (Table

3) is modified and expanded from an existing state program (Table 4).

Upon reviewing our existing state TLD program, which was begun in 1978, we determined that nine additional sites were needed to satisfy desired criteria and that one of the existing sites could be deleted; therefore, the proposed program has 14 TLD sites. Also, upon reviewing the existing state sampling program, we determined that the existing surface water site was unnecessary and added two other sites.

We also added two groundwater sites and food products sampling. Upon reviewing the existing soil and vegetation sampling sites, we decided to retain two of the existing sites and to add two. Table 3 lists all

, state sampling sites that would be included in the proposal. Table 4 -

is provided only for reference to show the existing state sites. We will implement the proposed state program by the end of 1985.

l We understand that J. Blair Nicholas, Ph.D., and Mr. Russell Wise will be contacting us about any questions or problems regarding the proposed interim programs. We look forward to working with them to reach an early agreement on the content of the interim programs and the proposed level of funding by NRC. Also, we look forward to setting a date to meet with them to plan the TLD program _ to be implemented at the South Texas Project.
