Dear Dr. Palladino:

..nece m Soon you and your fellow Commissioners will be voting on the restart of TMI 1.

The Society, representing 4,000 public utility investors, urges a f avorable vote.

It has come to our attention that the usual coterie of extremists (groups and individuals) have been making daily pilgrimages to Washington to prevent this occur-rence. Surely, further delay can only be counterproductive 'and simply set the stage for further pressure and more delay. TMI has been the most studied reactor facility in the world. The Nuclear Safety and Licensing Board has been intimately involved.

Every conceivable safeguard has been endlessly discussed and important decisions made. Experts have been consulted from throughout the world. On-site staff of the NRC are participating in every stage of plant design and safety precautions. Surely four years is more than sufficient time to reactivate the Unit I reactor.

Since similar reactors have continued to operate, further delay is unconscionable.

Much has been mcde of the word " stress." It has been claimed that if TMI is reactivated, severe stress will be experienced by a large proportion of the nearby residents. We disagree. Anticipation of an occurrence is f ar more stressful than the occurrence itself. But even if this were not so, the questions remain:

1. Is the building and operation of a nuclear facility a lawful business?
2. Does the building of the reactor meet the required NRC safety standards?
3. Has the facility management team developed reasonable operating policies and procedures?
4. Are the on-site operators fully trained and meet all standards established by the NRC?

If the answer to these questions is yes, restart must be approved. If the answer is no, what is needed? Gentlemen, for God's sake, let's have justice!
