  • Association of York, Pa. and the York Area Chamber o f Comme rce, by j oint action of our Boards of Directors, respectfully petition the Nuclear Regulatorv Com-mission to take expedient positive action to assure start-up of the T31I-l Unit.

Both organi:ations are greatly dis turbed and vitally concerned over the present delay in start-up following the ? larch 2 8, 1979 accident o f T3II Unit #2.

Our joint memberships comprise practically all the bus-ines ses, manuf acturers, and commercial es tablishments in the Cot.nty o f York se rved by >!e tropolitan Edis on.

Further, these o rg ani:ations rep res ent the voices of many thousands of em-playees whose verv livelihood depend upon the economic well oeing of their employer organi:ations.

Our request is based on the Nuclear Regulatorv Commission being assured that all s afe ty requirements would be s atis fied according to the latest s tate o f the art.

Without bela' coring the s tatis tics, shich ob vious ly e s tab -

lish the need for nuclear generation, and which will be re-vealed in fellow petitioner data, we are primarily concerned with:

1) The loss of the competitive advantage of 21: power costs due to the outside purchase of power by >Iet-Ed to supply indus try and business needs,
2) The possibility of forced closure with loss of j obs if pcwer costs continue to carr" the se added burdens,

and

3) The loss of new business development opportunity because of excessive power costs in this
