Dear Commissioners:

This letter is to further extend the time limit for relief within the May 3, 1984 petition filed pursuant to 10 C.F.R. 2.206 by the San Luis Obispo, California Mothers for Peace

(" Mothers") . The Mothers extend the deadline for their requested relief until the date when the Commission schedules a licensing vote on commercial operations for the Diablo Canyon nuclear power plant, Unit 1.

The Mothers are extending the deadline within the terms of their request for two reasons --

1) the large volume of significant new evidence within the June 21 supplement to the petition, as well as a continuing flow of evidence to thezGe"ernment i Accountability Project in its ongoing investigation; and
2) the staff's inability to keep pace with the allegations, including those contained in sworn affidavits on issues previously missed by the staff and which have been pivotal in licensing decisions at other plants.

With respect to the latter, the Mothers are especially l

concerned over the near-total inaccessibility of inspector Isa Yin for witness interviews since the April 13, 1984 licensing vote. This in unfortunate, because his unavailability has raised questions with witnesses and the public about the Commission's commitment to resolve employee concerns in good faith. For

, whistleblowers, Mr. Yin represents the staff's primary credibility l at Diablo Canyon.
