Dear Chairman Palladino:

Last weekend several incidents of which you should be aware occurred in the vicinity of the Seabrook reactor in New Hampshire. On-behalf of the New England Coalition on Nuclear Pollution, I am writing to assure that the Commission knows what happened, to seek assurances that these and similar incidents will not threaten the health and safety of the public,.and to

, request that the Commission keep the public fully informed about these and other such incidents. --

l According to information heard on the Seabrook' police scanner, in the first incident someone shot out the windows in

_ the guard house at the South Gate opposite Route 107 on the evening of Saturday, December 8, 1984. Apparently someone also shot at a guard at the same~ location at the same time.

The second incident involved four Seabrook workers who live on Seabrook Beach. ~ Apparen't.ly the windows in their automobiles were smashed by someone.

l Finally, a sandwich shop across from the North Gate was

. burglarized. The shop was frequented by Seabrook workers and had a sign welcoming the workers back. The sign has now disappeared.

~In addition to these incidents, callers to a talk program on a Dover, New Hampshire, radio station argued that the plant should be blown up.

NECNP' abhors these incidents and any other violent actions.

They pose a-threat not only.to the safety of people working at -

the site, but also to the public in general because they may increase tensions, cause increased polarization among those involved, and may hinder those at the plant who believe that real safety hazards in the reactor should be revealed to you or to the public. .

Accordingly, NECNP requests that the Commission immediately initiate an investigation of these incidents and of the measures necessary to assure that such incidents to not threaten the facility. Although the information about these incidents was heard on the police radio, it seems the police are'now saying that nothing newsworthy happened. This is a cover-up, for reasons we do not understand. Thus, it is vitally important that

' the Commission not only investigate the matter fully, but that you make the results of your investigation available to the public.

Thank you. Please let me know immediately what the Commission intends to do with respect to this matter.
