(Comanche Peak Steam Electric Station, Units 1 and 2) Docket Nos. 50-445 and 50-446; Stipulation Regarding Allegations of Discouraging Identification of Nonconforming Conditions Gentlemen:

Enclosed is a Stipulation signed by representatives of all parties concerning the interviews of certain identified individuals regarding allegations of discouragement of reporting nonconfor.7ing conditions or deficiencies at Comanche Peak.

The parties executed this Stipulation at the request of the Board (Tr. 8719-20), to assist it in assessing the implications of the Department of Labor decision regarding the dismissal of a former Quality Control inspector at Comanche Peak. As stated in the Stipulation, "each of the parties' representatives concluded that no evidence of a practice of discouraging the identification of nonconforming conditions was presented during these interviews." Applicants request that the Board approve the Stipulation and admit it into evidence.

Sincerely, William A. Horin Counsel for Applicants cc: Service List A KO
