00LMETED ySygg Commissioner Thomas Roberts Nuclear Regulatory Commission Washington, DC 20555 12 AQ317 40:31 0FFICE OF SECRUAy,

Dear Commissioner Roberts:

8 JERVICE I'd like to thank you, both personally and on behalf of the Seacoast Anti-Pollution League, for the recent tour of.

Seabrook Station.

I found the day informative and exciting but lef t with a few thoughts worth sharing with you.

First of all , Bruce Beckley 's comment about the 10-mile evacuation planning left too much unsaid. The firm of Costellc, Lomasney & deNapoli has had very limited success in the New Hampshire seacoast. Seven towns have already .

communicated with them asking not to be associated with their work. Others want releases from the firm for their cooperation.

This situation stems f rom the belief that the state 's hiring process was illegal. There is a case in the NH Supreme Court now on this very issue.

Costello, Lomasney & deNapoli admit to being unqualified for radiological response planning. Their work to date has been woef ully inadequate and pitif ully incomplete.

Secondly, Mr. Beckley spoke of the work in progress on Unit 2 as if no limits had been set on it. But, in fact, the NH Public Utilities Commission has cut off all sources of financing for that project and has refused to hear Public Service's appeal.

With PSNH 's bond rating in the speculative range, and it's chronic failure to predict future electricity needs, their optimism on Unit 2 is unfounded.

Thanks again' for the invitation and I look forward to our next meeting.

Sincerely, Michael Daignea SAPL Tel (603) 772-6810 8208180112 820809
