SUMMARY

OF AUGUST 28, 2003, MEETING REGARDING PLANNED EXTENDED POWER UPRATE REQUEST FOR FERMI 2 (TAC NO. MC0277)

Background

On August 28, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with Detroit Edison Companys (DECos) representatives at the NRC Headquarters in Rockville, Maryland, at DECos request. The objective of the meeting was to discuss DECos planned request for an extended power uprate (EPU) license amendment for Fermi 2. The meeting was classified as a Category 1 meeting. Enclosure 1 provides a list of attendees, and Enclosure 2 provides a copy of DECos handout distributed during the meeting.

Discussion DECo plans to submit a license amendment request which will justify increasing the rated thermal power of Fermi 2 from the current licensed level of 3430 megawatts thermal (MWt) to 3952 MWt. This proposed EPU would result in an approximate 15-percent thermal power increase from the currently licensed level and a 20-percent increase from the original operating license limit of 3293 MWt. DECo is scheduled to submit its EPU application in the first quarter of 2004. The submittal will be based on the constant pressure power uprate methodology.

DECo representatives indicated that they would anticipate NRC staff review to be completed in the first quarter of 2005.

DECo representatives explained that they plan to implement the proposed EPU in two phases.

The first phase would include replacement of the moisture separator re-heaters, flow-induced vibration monitoring, instrumentation/setpoint changes, and simulator modifications. Phase 1 modifications would support an increase of about 4-percent thermal power and would be implemented in the second quarter of 2005. The second phase would include replacement of the low-pressure turbine last stages, replacement of selected feedwater heaters, and modifications to the high-pressure turbine flow path. Phase 2 modifications are intended to support an additional approximate 11-percent increase in thermal power and would be implemented in the fourth quarter of 2007.

Comments from members of the public One member of the public attended the meeting. This individual requested some clarifications on the planned schedule for implementation of the proposed EPU, associated modifications, and resulting electrical power capability. These clarifications were provided by a DECo representative.

Conclusion The NRC staff did not make any regulatory decisions during the meeting. Additional presubmittal meetings will likely be requested by the licensee.
