Fermi Assessment Results (Jan 1 - Dec 31, 2004) zRegulatory Response Column: Based on one White PI in the Mitigating Systems Cornerstone from Q3, 2003, for which Supplemental Inspection Procedure (IP) 95001 was conducted.
zAll other PIs and inspection findings were of very low safety significance (Green).
Fermi Inspection Activities (Jan 1 (Jan 1 -- Dec 31, 2004)
Dec 31, 2004) 1375 Hours of Total Baseline Inspection by Resident and Regional Inspectors.
13 Green findings in the Reactor Safety Strategic Performance Area.
November 5 to December 3, 2004 refueling outage.
Fermi Inspection Activities (Jan 1 (Jan 1 -- Dec 31, 2004)
Dec 31, 2004)
White PI - Supplemental Inspection.
Emergency Preparedness Exercise Inspection.
Biennial Maintenance Rule Inspection.
Biennial Permanent Plant Modifications and 10 CFR 50.59 Inspection.
Inservice Inspection and Radiation Protection Inspection performed during refueling outage.
Safety Significant Findings or PIs zzAll inputs in the 2004 assessment period All inputs in the 2004 assessment period were Green with the exception of the one were Green with the exception of the one White PI from 2003.
White PI from 2003.
Cross-Cutting Issue z In the letter dated March 2, 2005, the NRC identified a substantive cross-cutting issue in the area of human performance.
z This finding is based in part on 7 Green findings during the assessment period that exhibited a common theme of failure to follow procedures and personnel errors.
Cross-Cutting Issue z Reduction in the number, significance, and common causality is needed to resolve this issue.
z NRC will monitor plant performance in this area through the baseline inspection program and evaluate the results in our semi-annual trend review at the mid-cycle assessment point.
Fermi Annual Assessment Summary January 1 - December 31, 2004 z Detroit Edison operated Fermi in a manner that preserved public health and safety.
z NRC plans baseline inspections at Fermi for calendar year 2005.
