WATERFORD STEAM ELECTRIC STATION, UNIT 3 - EXTENDED POWER UPRATE (EPU) ACCEPTANCE REVIEW (TAC NO. MC1355)

Dear Mr. Venable:

By letter dated November 13, 2003, you submitted the application, "License Amendment Request NPF-38-249, Extended Power Uprate" to the U.S. Nuclear Regulatory Commission (NRC) for Waterford Steam Electric Station, Unit 3, (Waterford 3). This initial application did not contain a sufficient description of the power uprate test program, (as identified by the staff on December 18, 2003), to complete the acceptance review, and you sent by a supplement dated January 29, 2004, with the needed information on the test program. The proposed license amendment would allow an 8 percent increase in the maximum authorized power level, from 3441 megawatts thermal (MWT) to 3716 MWT.

The purpose of this letter is to provide the results of the NRC staffs acceptance review of the EPU application for Waterford 3. The acceptance review determines whether or not there is sufficient detail to allow the staff to proceed with its detailed technical review. The review also ensures that the application adequately characterizes the regulatory requirements and licensing basis of the plant.

Based on the review of the information provided in the two submittals mentioned above, the NRC staff has determined that Entergy has provided the necessary information, such that the detailed technical review can be performed. The NRC staff expects to complete its detailed review by your requested date, January 31, 2005.

Verbal notification of the NRCs acceptance of your application was provided by the undersigned to Mr. Bryan Miller of your staff on March 1, 2004. If you have any questions, please call me at (301) 415-1480.
