This final rule became effective April 13, 2023, with a compliance date of January 8, 2024.
In response to the publication of the final rule, Entergy Operations Inc (Entergy), the licensee for Arkansas Nuclear One (ANO) Units 1 and 2, Grand Gulf Nuclear Station Unit 1 (GGNS),
River Bend Station Unit 1 (RBS), and Waterford Steam Electric Station Unit 3 (WF3) compared the new rule against current requirements, NRC endorsed documents, and other guidance documents published by the NRC. Entergy also evaluated the broad impact across multiple organizations and the change management scope. Entergy identified several issues in the final rule and the supporting Regulatory Guides that require clarification from the NRC for Entergy to successfully implement.
On November 21, 2023, Entergy submitted a letter for each Entergy site requesting exemption from specific requirements in the new 2023 security rule (Reference 1, 2, 3, and 4). Within each of the referenced letters, Entergy omitted the 10 CFR Part 72 Docket Number. Per this letter, Entergy is providing the Part 72 Docket numbers (see above) for each site so that it is clear the
CNRO2023-00034 Page 2 of 2 exemption requests are also applicable to Part 72. This letter does not affect the justifications or conclusions reached in the referenced letters.
There are no new regulatory commitments contained in this letter.
