SUMMARY

OF AUGUST 12, 2004, MEETING WITH ENTERGY OPERATIONS, INC. ON EXTENDED POWER UPRATE (EPU) AND ALTERNATE SOURCE TERM (AST) ISSUES (TAC NO. MC1355)

On August 12, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the schedules for completing the reviews of EPU and AST submittals, address the late October ACRS sub-committee meeting in regards to control room habitability, and any technical discussions that arose. There were no handouts from the licensee at the meeting.

As a result of the discussions, the following positions and/or decisions were taken.

1. From an initial look, the staff had only limited questions about the AST submittal dated August 15, 2004. The NRC staff intends to have one reviewer dedicated to evaluate control room habitability for Waterford 3 after August, and there will be a request for additional information (RAI) after a more detailed review.
2. The NRC staff will try to support the licensees target dates as long as it gets prompt and acceptable responses to the RAIs that are generated.
3. The licensee said that in the next AST supplement, which is expected to be submitted soon, it will link the EPU and AST applications, since AST is required for the control room habitability evaluation.
4. The licensee said that as long as we appear to be on a success path and there are no surprises as far as the EPU is considered, it can wait for the formal issue of the EPU amendment till just before the spring refueling.
5. It was agreed that the Advisory Committee on Reactor Safety (ACRS) sub-committee and full-committee meetings, currently scheduled for late-October and early-November, 2004, respectively, should not be changed.
6. In the ACRS sub-committee and full-committee meetings, the reviewer(s) can explain the status of reviews of the EPU and AST submittals.
7. The staff discussed with the licensee assumptions and inputs for the AST analyses they had submitted and how those assumptions and inputs related to the guidance in RG 1.183. The licensee also asked if there was any additional information or clarification we needed with regard to the latest EPU dose assessment RAI response for the EPU submittal. The staff stated the RAI response appeared complete.
8. The staff also told the licensee that they should make very clear in their supplementary submittals for the EPU what portions of the original EPU submittal and the new AST submittal they are relying on to show compliance with the appropriate regulations for the proposed power uprate, with respect to the dose offsite and in the control room as a result of design basis accidents.
