Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) proposed a change to the Waterford Steam Electric Station, Unit 3 (Waterford 3) Operating License and Technical Specifications to increase the unit's rated thermal power level from 3441 megawatts thermal (MWt) to 3716 MWt. In that letter, Entergy requested approval by January, 2005. Entergy's request was accepted as complete and the NRC review began in late January 2004.

Since making the initial Extended Power Uprate (EPU) submittal, Entergy has completed control room in-leakage testing in response to Generic Letter 2003-01, Control Room Habitability. Based on the results of that testing, Entergy has determined that an Alternative Source Term (AST) in accordance with 10 CFR 50.67 must be applied to achieve acceptable control room dose results for EPU. Entergy met with the NRC on August 12, 2004 (see Reference 3) to discuss the need and plans for the AST submittal to support control room habitability under power uprate conditions. The AST license amendment request was submitted in Reference 2. In addition, Waterford 3 has recently identified that revision of the diesel generator fuel oil storage technical specifications will also be needed. This change has been discussed with the NRC staff and is to be submitted by October 22, 2004.

It has been the Waterford 3 plan to implement the EPU during the Spring 2005 outage.

Entergy recognizes that the recent need to request additional changes in support of our uprate challenges the review schedule, which had been based on receipt of a complete submittal in January 2004. NRC approval of the amendment request by March 31, 2005 will support our implementation plans during the outage. Your prompt review and approval of 1 - ::

W3Fl -2004-0085 Page 2 of 3 these changes are important to our outage plans and preparation. The schedule delay can be somewhat mitigated by continued good communications regarding the progress of the review and the early identification of any potential concerns.
