Dear Mr. O'Reilly:

This confirms the telephone conversation at 1000 on October 22, 1982, between Mr. R. M. Poulk, Jr., and Mr. C. W. Hehl, concerning an immediately reportable event per Technical Specification 6.9.1.8b.

While preparing to perform an operability test prior to restoring to service the sprinkler system for the No. I diesel generator following maintenance on isolation valve 2-FP-V275, it was determined that a continuous fire watch was not being maintained as required by Technical Specification 3.7.7.2. At approximately 1530 on October 21, 1982, work was completed on isolation valve V275, which is located outside the Diesel Generator Building in a valve pit.

One of the mechanics performing the work went to request that the Fire Support group perform the postmaintenance testing, while the other mechanic went to the Control Room to cancel the clearance. When the second mechanic left the Control Room, he notified the fire watch that the clearance was being cancelled. Preliminary investigations indicate thtt the fire watch understood this to mean that the system was operable; therefort, he secured the watch and left the area.

Mr. James P. O'Reilly October 22, 1982 Within a short time of the fire watch leaving the No. I diesel generator room, the Fire Support personnel preparing to perform the postmaintenance testing identified the failure to have a fire watch with the system not yet being returned to service. A fire watch was immediately reestablished until the system was restored to service, at which time the watch was properly secured.

This event is still under investigation, the results of which will be included in the required fourteen-day period.
